Capital Improvements Program Management Services

The Washington Suburban Sanitary Commission (WSSC) is seeking a Program Management Team (PMT) to assist in optimizing and accelerating the delivery of the Capital Improvement Program. The PMT will provide specialized resources and expertise to support WSSC in transforming its capital improvement program. The scope of work includes developing a program management plan, conducting workflow assessments, implementing process enhancements, and providing procurement advisory services. The contract will be awarded based on a competitive sealed proposal process, and the evaluation factors will include technical approach, firm's experience, key personnel, and pricing. • The contract term and pricing will be determined based on the awarded contract terms and conditions. • The PMT will be required to demonstrate experience in developing CIP programs and reviewing and improving the process for developing and delivering capital improvement programs and budgets. • The PMT will be required to provide a staffing plan, key personnel qualifications, and a description of their approach to program management and project delivery. • The contract will include provisions for subcontracting, supplier diversity, and compliance with WSSC's procurement regulations.
