Value Engineering Facilitation Services

The Oregon Department of Transportation is seeking Proposals from Professional Services and Related Services firms to provide Value Engineering Facilitation Services through Work Order Contracts issued under a Price Agreement with the Consultant(s) for those Services. The Services that may be assigned under Work Order Contracts are further described in Exhibit A, Menu of Services of the sample Price Agreement. The Proposer's Proposal is a firm offer, irrevocable, valid and binding on the Proposer for not less than 180 days following the Bid Opening Date for this RFP. • The Value Engineering Facilitation services will assist Project Delivery during the planning, design and construction phases of projects. • FHWA requirements and ODOT requirements mandate that Value Engineering be performed on transportation infrastructure projects exceeding $25 million in total value. • The individual Price Agreements will not have their own separate Not-to-Exceed amounts; instead, the anticipated collective maximum Not-to-Exceed amount for all of the Price Agreements derived from this RFP is estimated to be $5,000,000. • Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables in conformance with Work Order Contract/Price Agreement requirements and all applicable standards. • The method of compensation will be determined by Agency for each Work Order Contract and may be based on any of the following methods: Cost Plus Fixed-fee, Fixed Price for all Services, Time and Materials, or Price Per Unit.
