Corporate Purchasing Card Services

The Baltimore County, Maryland, Purchasing Division is seeking proposals for Corporate Purchasing Card Services. The selected vendor will provide a solution for replacing existing procurement cards for cardholders, as well as Travel and Expense (T&E) cards, under the current program. The solution must include an internet-based system with real-time card management capabilities, available 24 hours a day, seven days a week. The system must also provide online systems administration to allow for the Procurement Card Plan Administrator (PCPA) to perform systems administration tasks. Some key features of the system include: • Set up and administer new card accounts • Modify existing accounts • Reallocate default budget/accounting code on individual transactions or in mass • Request replacement cards • Cancel card accounts • Report lost/stolen cards • Provide process for filing disputes, including details about time frame • Set up, administer and suspend end user security access • Make real-time inquiries to view account and transaction information The County desires the ability to view Level 1, 2, and 3 transaction information. Offerors must provide, with their proposal, a demonstration of their Internet application, through a website tutorial. Offerors must provide a detailed list of the functions available with their web-based reporting application.
