RFP No. 902718 Purchasing Card Program

The County of Alameda is seeking a purchasing card program to provide an efficient and cost-effective method for small purchases. The program should simplify the purchasing process, reduce paperwork, and lower administrative costs. The contract will be for three years with an option to renew for two years. The selected bidder will be required to provide a secure and scalable purchasing card program that meets the County's requirements. Some key features of the program include a commercial card agreement, direct cash rebate, and a secure internet-based card and report management system. The system should allow for real-time review of card activities and usage reports, as well as provide customizable reports and notifications. Some of the key requirements for the program include: * A minimum of 250-300 cardholders * 5,000-9,000 employees * 65 customer primary points of contact/managing departments accounts * A Federal Deposit Insurance Corporation (FDIC)-insured, credit-card issuing commercial bank, credit union, or savings institution * A Community Reinvestment Act (CRA) rating of satisfactory or above * The ability to provide a line of credit to the County and obtain speedy approval for specific agency credit limits changes * A secure internet-based system for card and report management * The ability to provide customizable reports and notifications * A transaction dispute resolution process * A dedicated account manager to support the County throughout the contract term * Experience with successful program implementations and transitions for comparable organizations * Experience with system integrations, including ERP and API connections * A commitment to community investment and social responsibility.
