Description

The State of Colorado’s Department of Local Affairs (DOLA) is seeking qualified vendors to provide a broad suite of disaster‑recovery services under its Disaster Resilience Rebuilding (DRR) Program. Selected firms will enter a five‑year Master Task Order Contract and may be called on to perform any combination of the following program areas: technical assistance for disaster‑recovery planning, reconstruction/rehabilitation oversight of residential dwellings, grant and loan administration, buyout program administration, rental assistance, and transitional housing services. Work will be performed on‑site in disaster‑declared counties with a Denver‑based coordination hub; travel outside Colorado is not reimbursable. Vendors must be registered in both Colorado’s Vendor Self‑Service (VSS) system and the Rocky Mountain BidNet portal, and must submit a Statement of Qualifications (SOQ) by October 6, 2026. The State will evaluate qualifications, conduct interviews (late October‑early November), and award Master Task Order contracts by early November, with execution expected by late November. • Eligibility: Demonstrated ability to deliver any of the eight listed task‑order services; ability to staff field offices in disaster areas; compliance with federal, state, and local regulations (HUD, C.F.R., ADA, etc.). • Submission: Electronic SOQ (PDF) via BidNet and VSS; must include cover letter, certificates, staff resumes, insurance (ACORD), and SDVOSB documentation if applicable. • Key dates: Posting 22 Sep 2026; Questions due 29 Sep 2026; SOQ due 6 Oct 2026 2:00 pm MST; Evaluation 7‑27 Oct 2026; Interviews 29 Oct‑6 Nov 2026; Award 10 Nov 2026; Contract execution 24 Nov 2026. • Scope: Program management, case management, grant/loan processing, construction oversight, compliance inspections, outreach, and reporting. • Geography: Statewide, with emphasis on counties declared disaster areas; staff must be able to operate in Denver and field locations.

Budget estimate

$20,000,000 – $40,000,000

The solicitation does not disclose a total contract value. However, based on comparable multi‑year state disaster‑recovery contracts that cover program management, grant administration, construction oversight, and field staffing across an entire state, total award amounts typically range from a few million dollars to low‑tens of millions. Assuming an average annual spend of $4‑8 million for staffing, travel, subcontractors, and overhead, a five‑year master task order would likely be valued between $20 million and $40 million. The actual budget to any single vendor will depend on the number of qualified firms awarded contracts and the scope of task orders they receive.
