Graham Hill Water Treatment Plant Facility Improvements Project – Construction Management Services

The City of Santa Cruz Water Department is seeking a Construction Management (CM) firm to provide construction management services for the Graham Hill Water Treatment Plant Facility Improvements Project. The project involves a $100 million+ construction value, progressive design-build project on an active water treatment plant, including project management, construction management, and inspection. The selected CM firm will work in partnership with a pre-qualified Environmental Consultant firm to submit a joint proposal for the upcoming RFP. The project aims to modernize the surface-water treatment plant to reliably provide safe drinking water year-round under changing water quality and operating conditions. The scope of work includes replacing and upgrading existing water treatment processes and associated infrastructure with modern facilities, increasing treatment reliability, and meeting current seismic, building, electrical, and fire code requirements. • The project is expected to start in the first quarter of 2027 and will last for 4 years. • The CM firm will be responsible for providing construction management services, including project management, construction management, and inspection. • The firm will work in partnership with a pre-qualified Environmental Consultant firm to submit a joint proposal for the upcoming RFP. • The project includes replacing and upgrading existing water treatment processes and associated infrastructure with modern facilities. • The project aims to increase treatment reliability and meet current seismic, building, electrical, and fire code requirements.
