Description

The Metropolitan Sewer District of Greater Cincinnati (MSDGC) is seeking qualified design‑build teams to deliver the Little Miami Wastewater Treatment Plant (LMWWTP) High‑Rate Treatment (HRT) Facility using a Progressive Design‑Build (PDB) approach. The project adds 115 mgd of wet‑weather treatment capacity, upgrades pump stations to 215 mgd, installs a new flow‑splitting headbox, upgrades disinfection, demolishes existing structures, and relocates utilities. Phase 1 covers design, permitting, alternatives analysis, and pre‑construction planning; Phase 2 covers construction, startup, commissioning, and acceptance testing, with a guaranteed maximum price (GMP) to be negotiated after ~60 % design. The contract award is slated for June 2027, with final completion no later than 2035. • Design‑build delivery (design, permitting, construction, startup, testing, warranties) • Scope includes HRT facility, pump‑station upgrades, new headbox, utility relocations, demolition, and optional energy‑storage/peak‑shaving measures • Required qualifications: proven experience on large‑scale water/wastewater infrastructure, financial capacity (≥ $400 M bonding), relevant licenses, and commitment to diversity/inclusion programs • Submission of a Statement of Qualifications (SOQ) by the specified deadline (date not provided) • Short‑list of ~3 firms will be invited to submit a formal RFP later in the process

Budget estimate

$150,000,000 – $300,000,000

The solicitation references an “estimated project cost” section but does not disclose a figure. Comparable high‑rate wastewater treatment facilities with 115 mgd capacity and extensive site work typically range from $150 million to $300 million, depending on site conditions, technology choices, and scope of ancillary works (demolition, energy‑storage, utility upgrades). Assuming the agency’s budget aligns with industry norms, the design‑build contractor could expect total contract value (including design, construction, startup, and warranties) within that $150–$300 million band. Factors influencing the final amount include the negotiated GMP, any early‑work packages, and optional energy‑storage or lagoon‑closure components.
