Description

The U.S. Department of Homeland Security, Federal Protective Service (FPS) is seeking a contractor to lease X-ray detection machines for FPS-designated locations within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS). The contractor will be responsible for shipping, handling, installation, maintenance, and service agreements for the X-ray machines. The X-ray machines must meet specific technical requirements, including artificial intelligence and machine learning capabilities, 3D imaging, automatic threat detection algorithms, and auto-calibration. The contractor must also provide training and instruction to FPS personnel on the proper use and maintenance of the X-ray machines. Some key features and requirements of the X-ray machines include: • Artificial intelligence and machine learning capabilities to enhance the operator's ability to identify dangerous weapons, explosives, and prohibited items • 3D imaging to allow the operator to identify explosives, dangerous weapons, and prohibited items more accurately • Automatic threat detection algorithms to enhance the operator's efficiency in identifying explosives, dangerous weapons, and prohibited items • Auto-calibration to remove the operator's requirement to calibrate the system • A software system that allows minimal access to the operator for metrics only • The ability to automatically store and retrieve X-ray images in .jpg format • Barriers on entrance and exit to limit access to the interior of the X-ray machine • Third-party testing and validation to validate the manufacturer's claims and increase reliability and confidence in the technical countermeasures • X-ray bins that can enter and exit the X-ray machines without assistance and regardless of the weight of the items in the bin

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is likely to be substantial, given the scope and complexity of the project. The contract will involve the lease of X-ray detection machines for multiple locations, as well as maintenance, service, and training. The total value of the contract will depend on various factors, including the number of machines leased, the duration of the contract, and the level of maintenance and service required. A rough estimate for the budget could be in the range of $5 million to $20 million per year, depending on the specifics of the contract. This estimate is based on the assumption that the contractor will need to provide a significant number of X-ray machines, as well as ongoing maintenance and service, to support the FPS's security operations.
