The Bureau of Diplomatic Technology is seeking information from qualified vendors to provide Low Earth Orbit (LEO) satellite equipment and services for the Remote Expeditionary Area Communications Hub (REACH) program. The program aims to provide humanitarian communication, contingency communications, and crisis IT response capabilities domestically and to 277 embassies, consulates, and diplomatic missions worldwide. The desired outcomes include offering DOS contingency communications, achieving economies of scale, providing near real-time usage and system monitoring, and offering help desk support via 24x7 help desk technical support for users worldwide. Key requirements for vendors include: • Providing global LEO coverage maps and service availability by region • Describing ability to ship equipment domestically and overseas • Explaining how the organization supports rapid surge deployments during crisis events • Identifying all LEO terminals, antennas, and associated equipment offered • Describing customer portal capabilities, including single-account management and real-time usage monitoring • Listing available airtime plans and stating typical and peak performance characteristics • Describing 24×7 global help desk capabilities, including languages supported and average response times
