Description

The Ohio Department of Rehabilitation and Correction (ODRC) seeks an ambulance vendor to provide both basic (BLS) and advanced (ALS) life‑support transportation for inmate medical needs. The contractor must meet a 15‑minute response time (as measured from dispatch call to on‑scene) for emergency calls, and must have a backup plan to subcontract to another ambulance provider if unable to meet the response window. Services include all emergency and non‑emergency trips to local hospitals, the Ohio State University Medical Center, and the Corrections Medical Center, with all disposables and life‑support equipment supplied. Pricing for BLS and ALS services is to be provided by the vendor in the bid. • Provide 24/7 ambulance coverage for inmate transport with ≤15‑minute response time. • Supply both BLS and ALS services, including disposables, for trips to designated hospitals. • Maintain documentation and arrange subcontracting if service cannot be rendered within required time. • Submit full proposal through Ohio Buys portal by the specified deadline.

Budget estimate

$500,000 – $1,200,000

While the solicitation does not disclose a total contract value, typical state inmate‑transport ambulance contracts covering a full state‑wide inmate population range from roughly $500,000 to $1,200,000 annually, depending on the volume of trips, mileage, and the mix of BLS vs. ALS services. The estimate assumes a moderate to high volume of daily transports, inclusion of disposables, and 24‑hour standby coverage.
