The West Virginia Division of Highways is issuing an open‑end RFQ to establish a standing contract for back‑to‑back U‑channel sign support breakaway devices and associated replacement parts (bolt keeper plates, “C” brackets, and hardware). Vendors must supply devices that meet FHWA acceptance, NCHRP‑350 test level 3, and be omni‑directional, slip‑base, reusable, and installable with standard hand tools. The contract will be awarded to the lowest‑total‑cost bidder who can meet the mandatory specifications and maintain sufficient inventory for ongoing orders.
