Request for Statement of Qualifications & Experience of Professional Services for an Integrated Resources Plan

The Carthage Water & Electric Plant (CWEP) is seeking a qualified company to provide professional services for preparing an Integrated Resource Plan. The plan should include a 20-year forecast for both demand and resources to meet the demand, load forecasts, and an action plan for short-term and long-term directions. The company should have experience in helping utilities plan for industrial and large commercial load growth. The deliverables should include a marketing level summary of the results that can be used to present to various stakeholders, including the CWEP Board. • The analysis should utilize a 20-year forecast for both demand and resources to meet the demand. • Load forecasts will include seasonal peaks and annual energy forecasts. • The analysis must include an action plan that would be implemented in the short term (3 to 5 years) but also a long-term direction for dealing with base load assets. • The company should have experience in helping utilities plan for industrial and large commercial load growth. • The analysis must include various scenarios, including high/low natural gas prices, no power purchase agreements available, battery storage viability, and no tax incentives for renewable energy.
