Description

The City of Santa Ana is soliciting a full‑service communications agency to manage its federally funded “Ready OC” emergency preparedness campaign and the “Safe OC” public‑safety awareness campaign. The contractor will be responsible for website migration, quarterly newsletters, social‑media management, micro‑campaign development, public‑event sponsorship, school outreach, workshops, media buying, ethnic‑media outreach, and extensive reporting, all within a $150 k cap per campaign per year. The work spans an initial term through 2029 with up to two one‑year extensions, requiring tight quarterly deliverables and 24/7 monitoring of campaign platforms. • Design, develop, and execute two micro‑campaigns per year for each campaign (total four annually). • Maintain and update ReadyOC.com and SafeOC.com, provide analytics, and ensure a seamless transition to a *.gov* domain. • Produce quarterly e‑newsletters, manage social‑media posting (≥10 posts/week), and coordinate paid/earned media placements, including Hispanic and Asian outreach. • Conduct public workshops, school flyer distribution, and secure 2‑5 event sponsorships per year, while providing monthly KPI reports and an annual performance report.

Budget estimate

$250,000 – $300,000

The RFP caps annual spending at $150,000 per campaign, for a combined total of $300,000 per year. Assuming the contractor’s cost structure aligns with the ceiling, the expected revenue for a one‑year contract would be roughly $250,000‑$300,000 after accounting for overhead and profit. Over the potential five‑year term (including extensions), the total budget range could be $1.25 million to $1.5 million. Factors influencing the final amount include the number of micro‑campaigns executed, the extent of paid media purchases, and any cost adjustments allowed for CPI increases in renewal years.
