Description

The City of New York Health + Hospitals is seeking a qualified contractor to replace the fire‑alarm system throughout the Bellevue Hospital Center campus, encompassing five interconnected towers and roughly 2.28 million gross square feet. The work includes full design, supply, installation, testing, and final acceptance of an integrated audio/visual‑voice‑evacuation fire‑alarm system, demolition and abatement of existing equipment, coordination with mechanical, electrical, HVAC, and life‑safety systems, and compliance with NYC, State, and Federal codes, including NFPA standards. The contract is a competitive sealed‑bid solicitation with a mandatory pre‑bid meeting and a substantial‑completion schedule of approximately 1,635 calendar days (about 4½ years). • Complete replacement of fire‑alarm hardware (panels, initiating devices, notification appliances, power supplies, surge protectors, etc.) across all hospital towers. • Required coordination with existing life‑safety, mechanical, electrical, HVAC, fire‑suppression, and building‑automation systems; includes selective demolition, asbestos/lead‑based paint abatement, and site‑specific infection‑control measures. • Contractor must adhere to NYC H+H Project Labor Agreement, provide 30 % M/WBE participation, submit detailed submittals (shop drawings, FAT/SAT plans, O&M manuals), and maintain rigorous reporting (daily reports, weekly progress, photographic documentation). • Bonds, insurance, retainage, liquidated‑damage provisions, and a one‑year warranty/guarantee are stipulated; performance bonds required for contracts ≥ $100 k.

Budget estimate

$5,000,000 – $12,000,000

Based on the size of the Bellevue Hospital Center (≈ 2.28 million GSF) and the comprehensive nature of a full fire‑alarm system replacement—including design, demolition, abatement, installation, testing, warranties, and required M/WBE participation—the contract value is likely in the mid‑single‑digit millions. Comparable hospital fire‑alarm retrofit projects range from $5 million to $12 million depending on equipment specifications, labor rates (NYC prevailing wages), and scope of ancillary work (e.g., asbestos removal, integration with existing systems). Therefore, a reasonable estimate for the contractor’s revenue is $5 million (low) to $12 million (high).
