The Air Force Civil Engineer Center is soliciting a private commercial entity to lease approximately 51.1 acres of land adjacent to Nellis Air Force Base for a long‑term (up to 50 years) Enhanced Use Lease. The Lessee must finance, permit, design, construct, own, operate, and maintain improvements such as a communication focal point, a large vehicle inspection facility, or security upgrades to existing water‑well infrastructure. The Government requires fair‑market consideration in cash and/or in‑kind construction, with a maximum $250 k upfront cash payment for transaction costs; the Lessee assumes all utilities, taxes, insurance, and demolition restoration responsibilities. The lease is “as‑is/where‑is” with multiple existing encumbrances (easements for power, gas, flood‑control, and road access) that must be accommodated. Evaluation will be best‑value, considering project description, return to the Government, organizational capability, and integrated schedule.

• Evaluation based on best‑value criteria with color‑rating system; negotiations expected within 180 days after award.
