The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State is seeking proposals to advance Morocco's forensic science capabilities and combat transnational crime. The project aims to provide training on collecting, analyzing, and utilizing forensic and digital evidence and data, and deploy a mobile forensic facility to serve Laayoune, Dakhla, and surrounding areas. The selected implementer will work closely with Morocco's General Directorate of National Security (DGSN) forensic experts to design and deliver comprehensive forensic science training programs and deploy mobile forensic capabilities. Key activities may include conducting needs assessments, developing curricula, delivering training courses, and procuring and operationalizing a mobile forensics facility.
Some key points to consider include:
• The project will build on INL's successful support that established Morocco as a global leader in forensics.
• The project will advance this partnership by providing targeted, advanced forensic training, building regional forensic training expertise, and enabling rapid, on-site evidence collection to disrupt criminal networks.
• The selected implementer will collaborate with DGSN to design and deliver advanced forensic training at the DGSN's new national police training facility and at the DGSN Forensic and Scientific Police Laboratory in Casablanca.
• The implementer will equip Moroccan instructors with the tools and resources to independently deliver and update forensic science courses, promoting international best practices and strengthening regional security across Africa and the Middle East.
• The project will address the critical lack of forensic capability in Laayoune and Dakhla, where evidence currently must be transported over 16 hours to Casablanca, causing significant investigation delays.
