Request for Qualifications for Providing Energy as a Service (SCRB 1 & 2 Generators)

MD Anderson Cancer Center is seeking to pre‑qualify firms that can deliver “Energy as a Service” for its two emergency demand‑response generator sites (SCRB 1 & 2). The RFQ is the first step of a two‑stage procurement; qualified firms will be invited to submit a full proposal later. The effort includes sizing, budgeting, installation, commissioning, and ongoing management of emergency generators, with an expectation of high‑availability (N+1) redundancy and on‑site coordination with other contractors. Respondents must also submit a HUB subcontracting plan and be prepared for possible TX‑RAMP cybersecurity certification if cloud services are involved. • Provide emergency demand‑response generators, sizing studies, and full “Energy as a Service” support for two critical campus facilities. • Demonstrate experience with large‑scale generator projects in healthcare/research settings, including N+1 redundancy and compliance with NFPA/electrical codes. • Submit financial, licensing, safety, and HUB subcontracting documentation; attend an optional virtual pre‑proposal meeting on 17 April 2026.
