Description

The Sacramento County Department of Health Services, Behavioral Health Services, is soliciting applications from qualified providers to deliver ATLAS, an integrated community-based outpatient behavioral health service model for children and youth under age 21. The ATLAS model includes five components: Children's Outpatient Specialty Mental Health Services, Therapeutic Behavioral Services, Early Intervention, Outreach and Engagement, and Flexible Stabilization Supports. Applicants must demonstrate the capacity to deliver all five components as a coordinated program for a five-year period. The County prioritizes access in specific ZIP codes identified as high-need based on behavioral health utilization and demographic data. • The ATLAS model aims to provide a seamless continuum of care from community outreach to clinical stabilization. • The model includes a range of services, including assessment, treatment planning, therapy, rehabilitation, and crisis intervention. • Applicants must demonstrate how their proposed service delivery model will reach families in the priority ZIP codes. • The County recognizes the importance of specialized expertise in engaging and serving populations that have historically experienced barriers to behavioral health care.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is likely to be substantial, given the comprehensive nature of the services required. The contract will be for a five-year period, and the County is seeking multiple providers to deliver the ATLAS model across Sacramento County. The budget will depend on the number of clients served, the intensity of services provided, and the reimbursement rates for the various components of the ATLAS model. A rough estimate for the budget could be in the range of $5 million to $20 million per year, depending on the scope of services and the number of providers selected.
