Economic Development Consulting Services

Ramsey County is seeking proposals for two related components: (1) the completion and update of the County’s Economic Competitiveness and Inclusion (ECI) Plan, which will be awarded to a single firm, and (2) a suite of specialized Economic Development consulting services—including Strategy, Real Estate Planning, Infrastructure Development, Analytics, Technology, and Compliance—to be provided on an as‑needed basis to multiple firms across County departments. This effort aims to enhance the region’s economic competitiveness, inclusivity, and overall development capacity. • Update and expand the County’s ECI Plan with actionable recommendations. • Deliver targeted consulting across strategy, real‑estate, infrastructure, analytics, and compliance as requested by various County departments. • Provide services on a flexible, on‑demand basis, with a rate card governing pricing.
