Lottery Digital Solution

The State of Colorado, Department of Revenue, Lottery Division is seeking a Lottery Digital Solution to implement a turnkey iLottery platform, marketing programs, and games to generate maximum net lottery proceeds. The solution must include e-instant game integration and support, gaming system, draw-based games, player platform and player account management, and responsible gaming tools. The awarded Offeror will work collaboratively with the Lottery to drive sales and maximize profits through digital channels. Key requirements include: • Providing an iLottery platform with draw-based games managed by the Multi-State Lottery Association (MUSL) • Providing an iLottery platform with e-instant games for a government-sponsored lottery • Owning or holding an unrestricted, perpetual license to the core codebase of the iLottery system being proposed • Owning or holding unrestricted, perpetual licenses to a portfolio of at least twenty-five successful e-instant games The proposal must be submitted in six parts, including general required files, demonstrated experience and capabilities, requirements, scope of work, cost proposal, and any additional information.
