The State of Maine is seeking a single vendor to design, build, install, operate, and maintain a new end‑to‑end lottery gaming system that includes instant‑ticket printing, retailer terminals, network infrastructure, and associated software, reporting, and support services. The contract runs for a ten‑year base period with up‑to‑three optional two‑year renewals and includes extensive performance‑bond, security, and liquidated‑damage provisions.
• Provide a full replacement gaming platform (software + hardware) supporting draw, instant, and fast‑play games for ~1,200 existing retailer terminals (scalable to 3,500).
• Deliver, install, and maintain POS terminals, vending machines, self‑service kiosks, and network communications meeting 99.8 % availability and strict security standards (TLS 1.3, NIST, ISO 27002).
• Operate an internal control system, real‑time reporting/BI, 24/7 retailer‑hotline, and ongoing training, marketing, and research services, with a performance‑bond of $5 M and an IT‑allowance of $150 k per year.
• Meet rigorous liquidated‑damage schedules for system availability, degraded performance, terminal repairs, reporting, and unauthorized changes, with penalties up to $100,000 per incident.
