Description

The Federal Railroad Administration (FRA) is seeking a small‑business‑set‑aside purchase order to provide comprehensive post‑accident toxicological testing and related services for railroad employees and contractors. The contractor must operate a forensic laboratory accredited by DHHS/SAMHSA, ABFT/ANAB, or CAP; manage a nationwide “toxicology box” kit program; offer 24/7 emergency response and expert witness support; and deliver rapid test results and data uploads for 80‑100 accidents per year. The base contract period is one year with four optional one‑year extensions (up to 60 months total) and an estimated value of $2.6 million. • Perform accessioning, chain‑of‑custody, and GC/MS‑/LC‑MS/MS‑based analysis of urine, blood, and tissue samples (up to 200 sets per year). • Manufacture, track, store, and replenish ~5,000 toxicology boxes and replace 30,000 blood tubes on a 24‑month cycle. • Provide 24/7 hotline, emergency processing, and 2‑5 days per year of expert witness testimony and litigation support. • Report negative results within 10 working days and non‑negative/fatality results within 15 days; upload all documentation to the Secure Large File Transfer Solution. • Must hold required laboratory certifications/accreditations and maintain SAM registration.

Budget estimate

$2,500,000 – $2,600,000

The solicitation states a total estimated contract value of $2,600,000 for the base year. Assuming the optional four one‑year extensions are exercised, the cumulative value could approach $13 million (5 × $2.6 M). Even if only the base year is awarded, the contractor can expect roughly $2.5‑$2.6 million in revenue. Factors influencing the final budget include the number of accidents processed (affecting volume of samples), any optional services added (e.g., additional expert testimony), and successful negotiation of the firm‑fixed‑price terms.
