Notice of Consolidation for Platform One Software Development Team (formerly Party Bus Bullhorn)

The United States Air Force is consolidating three existing Basic Ordering Agreement (BOA) orders into a single contract for a non-personnel services contract to provide Platform One's value streams and support streams with secure, scalable, and user-focused software solutions. The contractor will provide all necessary personnel, equipment, and supplies to build, maintain, and execute rapid capability delivery through a secure and scalable agile software development framework. The acquisition team is seeking a solution that enables software delivery of a production-ready Minimal Viable Product within 30-90 days of contract award, followed by continuous delivery of enhancements through iterative release cycles. Key functionalities include development of secure and resilient self-service features/tools, compliance with DoD Impact Levels 2, 4, and 5, and maintenance of zero trust security standards. The contractor will also provide side-by-side mentoring to Airmen in the Platform One Software Development Flight. Some key points to consider are: • The contractor will operate within an Agile framework aligned to Platform One's Program Increment planning cycles and leverage industry standard DevSecOps principles. • The contractor will commit to maintaining existing tools already established in Platform One's Software Dev Flight and build new tools, features, and capabilities in conjunction with the Platform One's mission. • The contractor will deliver user-centric, scalable applications with maintainable code and develop and sustain mission capabilities across the platform. • The contractor will provide regular reporting and demos to ensure transparency and mission success.
