The Department of State Hospitals (DSH) of California is seeking qualified vendors to provide strategic planning consulting services and associated software (including IBM Enterprise Application Viewer licensing and support). The contract will be awarded on a lowest‑net‑cost basis, with small‑business and DVBE preferences applied. Work will be performed primarily at DSH’s Sacramento location under a one‑year time‑and‑materials agreement, with a possible one‑year extension. The vendor must meet extensive security, privacy, and generative‑AI disclosure requirements and submit a full suite of mandatory forms (cover sheet, cost table, CUF documentation, etc.). • Provide strategic planning consulting (assessment, road‑mapping, change‑management, governance support). • Supply IBM EAV software licenses and 20 hours of email‑based support, billed on a subscription model. • Deliver services under strict security, privacy, and incident‑response protocols, and disclose any use of generative AI.
