Knowledge Management Officer Qualification (KMOQ) Distance Learning Course Modernization

The United States Marine Corps is seeking information from potential sources to modernize, restructure, and deploy an updated Apprentice-Level Knowledge Management Officer Qualification (KMOQ) distance learning course. The course is designed to satisfy the training requirements for the 8055 Military Occupational Specialty (MOS) and align with established Training and Readiness (T&R) standards. The contractor will provide professional training development, instructional design, content authoring, administrative management, software development, testing, and deployment services. The project is structured across two sequential phases over an estimated 18-month Period of Performance (PoP). Key tasks include: * Technical and instructional audit of legacy 2021 IMOQ materials * Mapping Knowledge, Skills, and Abilities (KSAs) to 8055 MOS T&R standards * Curriculum architecture development, multimedia mix strategy, and exam/assessment formulation * Authoring scripts, storyboards, and interactive elements * eLearning software development (utilizing Adobe Captivate, Articulate 360, or approved equivalent) * Iterative Alpha, Beta, and Preproduction functional testing * SCORM 2004 v.3 packaging, certification with Training and Education Command (TECOM), and production deployment on MarineNet * Transfer of all organic, uncompiled source files to the Government with unlimited rights.
