Lab Sampling Gap Analysis & Certification for MSD REBID

The City of Cincinnati is seeking a qualified vendor to conduct a comprehensive gap analysis of the Mill Creek Laboratory sampling unit. The goal is to evaluate the current field sampling processes, quality assurance systems, documentation, and staff competency to determine compliance readiness and outline a new Quality Sampling Plan. The selected vendor will provide technical guidance to help the laboratory meet the minimum requirements for certification. The project includes performing an in-depth gap analysis, conducting on-site field visits, identifying gaps and risks, and providing prioritized recommendations for corrective action. The vendor will also develop a final report summarizing findings, action items, and best practices for FSMO and ISO 17025 compliance. Key aspects of the project include: • Evaluating current sampling plans, standard operating procedures, and field practices • Assessing compliance with applicable elements, especially those related to sampling, equipment calibration, technical competence, documentation, and data integrity • Reviewing staff qualifications, training records, and competency assessment procedures • Examining sample traceability, labeling, chain-of-custody, and data management practices • Providing a final report with recommendations for corrective action and best practices for FSMO and ISO 17025 compliance
