Description

The Smithsonian Institution is seeking a design-build contractor to design and construct a 2.0 MW DC solar array system for agrivoltaics research at the Smithsonian Environmental Research Center (SERC) in Edgewater, Maryland. The system will consist of four distinct array configurations and will be interconnected to the Baltimore Gas and Electric (BGE) electrical distribution system. The contractor will be responsible for all labor, materials, tools, equipment, and services necessary to complete the design and construction of the system. The project includes site preparation, procurement, project inspection, monitoring, billing, interconnection fees, site utilities, drainage and stormwater management plan, electrical, perimeter security fencing, paving, administration of the construction contract, and all other required services. • The system must be designed and constructed to meet the requirements of the National Electrical Code (NEC), IEEE Std 1547-2018, and other applicable codes and standards. • The contractor must provide a remotely accessible turnkey power monitoring and metering system. • The contractor must comply with all electric utility interconnection requirements, including costs for all studies and upgrade requirements. • The contractor must provide a 10-year limited warranty for the racking system and a 25-year performance warranty for the solar panels. • The contractor must provide technical data sheets for all equipment used during the contract. • The contractor must consider soil health and support proximate agricultural activities in the design and construction of the system.

Budget estimate

$3,600,000 – $6,600,000

The budget for this project can be estimated based on the cost of similar solar array systems. The cost of a 2.0 MW DC solar array system can range from $3 million to $6 million, depending on the equipment and installation costs. Additionally, the contractor must provide a Reimbursable Allowance Item for BGE interconnection/upgrades in the amount of $600,000. Therefore, the total budget for this project can be estimated to be around $3.6 million to $6.6 million.
