Illinois Tollway is seeking a qualified vendor to redevelop and operate its “Oases” food‑service facilities at multiple toll‑road locations (Lake Forest, Belvidere, De Kalb, Lincoln, etc.). The effort includes redesign, construction‑related work, and long‑term concession‑style operation of the sites under a 25‑year lease. Vendors must meet state diversity goals (27 % BEP, 3 % VBP), submit detailed technical and pricing proposals, and provide required disclosures and utilization plans.
• Redevelop existing oasis structures and install new food‑service equipment (e.g., generators, kiosks).
• Operate the facilities for the lease term, handling staffing, menu development, procurement, and compliance with Illinois procurement regulations.
