Cell Tower Management Services

The City of Winter Park seeks a qualified consulting firm to manage its municipal wireless communications assets – three cell towers and one monopole – on a performance‑based, revenue‑sharing basis. The consultant will administer existing lease and license agreements, conduct a full portfolio assessment, optimize asset performance, market available capacity to new carriers, negotiate lease/license terms, and provide ongoing financial reporting and regulatory compliance support. Compensation will be tied to new or increased lease revenues rather than a fixed fee, with a contract term of 36 months and optional renewals up to 60 months. • Perform inventory, structural and market analysis of 3 towers + 1 monopole. • Administer lease/license tracking, renewals, escalations, and compliance. • Develop and execute marketing strategy to attract new wireless carriers, small‑cell or co‑location tenants. • Lead negotiations and present agreements for City approval. • Provide monthly/quarterly revenue and performance reports; share revenue per agreed percentage. • Support zoning, permitting, and regulatory compliance for telecom use. • Deliver initial assessment within 60‑90 days of contract start and annual strategic reviews.
