Description

The City of Manhattan is seeking qualified firms to provide construction inspection services for the K‑18 Highway Pedestrian Improvements (also known as the Fort Riley Boulevard Sidewalk Gap Project). The contract will involve oversight of roadway and bridge construction activities, ensuring compliance with KDOT work category 241 standards, and coordinating with both the City and KDOT. The solicitation is an RFQ, requiring three copies of a qualification proposal to be submitted by the bid deadline. Evaluation will focus on the firm’s ability to meet schedule, past performance, staff training, and local familiarity. • Provide construction inspection and quality‑control services for a 75‑day pedestrian improvement project on K‑18 Highway. • Must be pre‑qualified as a KDOT “As Needed Inspection Consultant” and demonstrate relevant experience with roadway/bridge projects. • Proposals due 10/31/2025; evaluation criteria include schedule adherence, past performance, staff qualifications, and local access. • Work will be performed under a three‑party agreement between City of Manhattan, KDOT, and the selected firm, with required tax‑clearance and cost certifications. • All contract compliance must meet City, State, and Federal nondiscrimination and EE‑O regulations.

Budget estimate

$120,000 – $300,000

The solicitation does not disclose a contract value. Based on typical municipal construction inspection contracts for a 75‑day roadway project, fees often range from $0.5 to $2.5 per man‑hour plus overhead. Assuming a small team (2‑3 inspectors) working full‑time over 75 days, total labor hours approximate 1,200 – 1,800. At an average billing rate of $100–$150 per hour, the contract value would likely fall between $120,000 and $270,000. Adding travel, reporting, and administrative costs could push the high end toward $300,000.
