Description
The U.S. Government Publishing Office is seeking a vendor to digitize approximately 4,642 microfiche sheets (≈ 324,940 images) for the Western Area Power Administration. The work includes high‑resolution scanning (minimum 4,000 ppi, grayscale), OCR‑enabled PDF creation, limited hand‑handling of the microfiche, digital clean‑up (deskew, crop), metadata generation per NARA standards, and repackaging and return of the original microfiche. All scanning must be performed in‑house (no subcontracting) at the contractor’s facility, with daily quality‑assurance checks using a DICE Device Level Target. The contractor will receive the microfiche by early August, complete scanning and deliver master files and PDFs by early September, and return the original material to the agency in Lakewood, CO.
• Scan ~4,642 microfiche (≈ 325 k images) at ≥ 4,000 ppi, 8‑bit grayscale, FADGI 3‑star quality.
• Produce OCR‑enabled PDFs and master TIFF/JPEG 2000 files, embed required metadata, and submit 70 “soft” proofs for agency review.
• Perform daily scanner QA, maintain original box order, re‑pack and ship originals back with agency‑provided hard drive.
• Provide a per‑microfiche rate for any work beyond the base 4,642 sheets; all work must be completed by 09‑07‑2026.
