Description

This RFP funds a slot‑based, state‑approved Halfway House program that provides Level III.1 residential substance‑use‑disorder treatment for participants in New Jersey’s Recovery Courts. Awardees must hold (or obtain) a NJ Department of Health Certificate of Need & Licensing for a Halfway House, deliver 24/7 clinically managed care, meet strict utilization and reporting requirements, and operate within nine designated counties. The contract is initially for one year with up to four renewable one‑year extensions, and provides up to $300,000 annually per awarded provider. • Deliver Level III.1 low‑intensity residential treatment (≥ 7 hrs/day structured activities, ≥ 1 hr/week individual counseling, ≥ 3 hrs/week group therapy). • Maintain 24/7 staffing, licensed clinical counselors, and compliance with ASAM standards, MAT policies, and NJ‑SAMS data reporting. • Provide extensive documentation (budgets, financial statements, insurance, policies, licenses, facility certifications) and achieve ≥ 95 % bed utilization.

Budget estimate

$250,000 – $300,000

The award provides a maximum of $300,000 per year in slot‑based payments. Assuming the provider can secure a full allocation of funded beds, annual revenue will fall between roughly $250,000 (allowing for some under‑utilization or start‑up costs) and the full $300,000 ceiling. Factors influencing the actual amount include utilization rate (minimum 95 % required), any one‑time start‑up costs deducted from the award, and the provider’s ability to capture additional Medicaid or private reimbursements beyond the state slot funding.
