MoDOT and MSHP Medical Plan and Pharmacy Consulting

The Missouri Department of Transportation (MoDOT) is seeking a qualified consultant to provide pharmacy consulting services to the MoDOT and Missouri State Highway Patrol (MSHP) Medical and Life Insurance Plan. The selected consultant will be responsible for providing benefit analysis, pharmacy consulting services, and other related tasks. The contract period is from January 1, 2027, to December 31, 2029, with two one-year renewal options. The consultant will work closely with the Plan's Pharmacy Benefits Manager (PBM) to coordinate clinical case management, provide PBM vendor management, and assist with plan design and implementation. Key responsibilities include: • Providing benefit analysis and pharmacy consulting services • Coordinating with the PBM to manage pharmacy benefits • Assisting with plan design, testing, and implementation • Providing training to PBM staff on plan processes • Coordinating with the PBM to negotiate vendor contracts and service agreements • Developing custom pharmacy provider network arrangements • Reviewing drug rebate arrangements and monitoring cost effectiveness • Designing and implementing drug utilization review procedures • Providing prescription drug and eligibility data archiving and ad hoc reporting The consultant will be expected to have experience in pharmacy consulting, excellent analytical and communication skills, and the ability to work effectively with the Plan's staff and vendors.
