Mecklenburg County (Charlotte, NC) is seeking a qualified vendor to provide comprehensive State Lobbying Services for a one‑year term, with the possibility of annual renewals. The contractor will act as the County’s legislative advocate, delivering political intelligence, relationship building, legislative strategy, bill drafting, grassroots advocacy, and regular reporting to County leadership throughout the North Carolina legislative session. The scope includes weekly written updates, monthly briefings, end‑of‑year reporting, and on‑the‑ground representation at the State Capitol and agency meetings. Vendors must demonstrate at least five years of North Carolina lobbying experience, a Raleigh‑based office, and established relationships with state legislators and executive officials. The contract value is expected to be an all‑inclusive annual rate, with insurance and compliance requirements specified.
