Request for Proposals (RFP) for Development of the Manchester Avenue Site

The City of Los Angeles is seeking development of the Manchester Avenue Site, located in South Los Angeles. The site consists of three rectangular lots, totaling approximately 19,519.304 square feet. The City is looking for a development team to design, build, and manage the parcel of land in a creative way to capitalize on its use. The proposed project should comply with the zoning and land use requirements, and the City's preference is for a long-term ground lease of up to 55 years at fair market value. The development team should demonstrate experience in developing projects of similar type and size, and should provide a detailed financial analysis of the proposed project. • The site is currently vacant and not improved with any buildings or structures. • The City has conducted an extensive community engagement process for the site, and a summary of the key findings and community input is provided for reference. • The City is committed to ensuring full and equitable participation by minority business enterprises, women business enterprises, small business enterprises, and other business enterprises in the provision of all goods and services to the City on a contractual basis. • The development team should provide a draft community engagement plan, indicating how the community will be engaged to participate in and benefit from the proposed project throughout all phases of development.
