Description

The City of Baltimore is seeking a qualified contractor to provide lead hazard reduction and healthy‑home interventions for low‑income housing. The contract will be awarded on a “lowest‑price” basis and will be a requirements‑type, as‑needed agreement covering lead‑based paint abatement, safe disposal, repainting with non‑lead paint, possible window/door replacement, and ancillary health‑related hazard mitigation (mold, allergens, radon, etc.). All labor, materials, equipment, travel, and related costs must be included; the contractor must comply with HUD, OSHA, and Maryland state regulations and manage vacant properties during work. A non‑mandatory virtual pre‑bid conference is scheduled, and bids are due by 11:00 AM EST on 30 Sep 2026. The effort is expected to be ongoing, with work ordered over time as needs arise. • Scope: Lead‑based paint removal, disposal, and repainting; possible window/door replacement; secondary hazard mitigation (mold, radon, carbon monoxide, pest control). • Deliverables: Complete abatement per HUD/OSHA standards, dust‑clearance certification, final visual inspection sign‑off, site clean‑up each day. • Contract Type: Lowest‑price, requirements‑type, “as‑needed” ordering. • Mandatory Requirements: Full compliance with federal, state, and local lead‑abatement regulations; all labor, materials, equipment, travel, and disposal costs included. • Pre‑Bid: Virtual MS Teams meeting 1 Sep 2026 (non‑mandatory). • Submission Deadline: 30 Sep 2026 11:00 AM EST. • Small Business/VSBE/MBE participation targets: 2 % VSBE, 8 % MBE.

Budget estimate

$500,000 – $4,500,000

No contract value is disclosed in the solicitation. Typical lead‑abatement projects for low‑income housing range from $5,000 to $15,000 per residence, depending on size and complexity. Assuming the city contracts for 100 to 300 homes over the life of the requirements‑type agreement, total spend could fall roughly between $500,000 and $4,500,000. The estimate therefore reflects a low‑end scenario of a few hundred homes at the lower cost per unit and a high‑end scenario of a larger portfolio or more extensive remediation per home.
