RFP 2026-1190 Research and Development Goods and Services

Texas Tech University seeks qualified vendors to provide a broad spectrum of research and development (R&D) goods and services, ranging from laboratory instruments and accessories to specialized testing equipment and manufacturing services. The solicitation is structured as a multi‑award, four‑year master agreement with the option for up to four one‑year renewals. Vendors must offer a firm discount (or price list) that remains unchanged for at least 24 months and may provide either a global warranty or product‑specific warranties. The contract will be governed by TTU’s standard terms, including compliance with federal, state, and university policies, and requires submission of a response form, conflict‑of‑interest affidavit, product list, discount/benefit sheet, references, licenses, insurance certificates, and a HUB subcontracting plan where applicable. • Scope covers laboratory equipment, measurement & monitoring instruments, analytical and research testing devices, and related manufacturing services. • Mandatory deliverables include a discount percentage (or price list) firm for 24 months, a product list, and a signed affirmation of compliance. • The contract term is 4 years with possible annual extensions, offering a long‑term partnership for ongoing R&D procurement. • Vendors must be manufacturers (distributors are excluded) and must meet TTU’s technical, security, and accessibility requirements (see IT Addendum). • Pre‑solicitation conference on April 22 2026 (optional) and questions must be submitted by April 24 2026.
