Groundwater Monitoring for the Old Bethpage Landfill

The Town of Oyster Bay, New York, is seeking proposals from qualified consulting firms for on-call engineering services related to groundwater monitoring at the Old Bethpage Landfill. The contract will be for the calendar years 2026-2027. The selected consultant will be responsible for: 1. Semi-annual groundwater quality sampling rounds at 13 monitoring wells, with analysis for volatile organic compounds (VOCs), total and dissolved metals, and leachate parameters. 2. Preparing reports of findings, including trend analysis, for submission to the New York State Department of Environmental Conservation (DEC). 3. Continuing efforts to determine if the Old Bethpage Landfill is a contributor of emerging contaminants to the area groundwater. The Town will evaluate proposals based on the following criteria: 1. Experience in similar assignments 2. Special knowledge relevant to the project 3. Special equipment or facilities relevant to the project 4. Firm size, staffing, resources, and financial capability 5. Knowledge and experience with Town facilities and programs 6. Past performance with the Town 7. Time constraints and deliverability of service 8. Current workload and workload remaining with the Town Proposers must submit four hard copies and one electronic copy of their proposal, which should include: 1. Firm qualifications and experience 2. Description of services to be provided 3. Project management approach 4. Pricing and cost structure The Town reserves the right to reject all proposals and to subdivide individual items and award portions to different firms. The selected consultant will be required to use a web-based project management software package, which will be provided by the Town at no cost. A background check will be conducted on the selected vendor through the Office of the Inspector General.
