Transportation Routing System

Montgomery County Public Schools (MCPS) seeks a vendor to deliver a comprehensive, cloud‑or‑on‑premise transportation routing system that will become the district’s system of record for routing, scheduling, reporting, parent communication, and field‑trip management. The solution must integrate with MCPS’s student information system (Synergy), fleet management tools, GPS providers, and Oracle Cloud Business Hub, support GIS mapping, provide robust security (FERPA, SOC 2, MFA, encryption), and include implementation, data conversion, training, and ongoing support. The contract is for an initial two‑year term with optional one‑year extensions, and MCPS expects the vendor to host the system, ensure 99.9 % uptime, and supply a SLA‑backed service. • Provide a configurable routing engine for general, special‑education, vocational, out‑of‑district, and McKinney‑Vento students • GIS‑enabled, map‑based editing with concurrent user access and automated optimization • Integration APIs for Synergy, TIMS, fleet systems, GPS (e.g., Samsara), and Oracle Cloud • Secure parent and public portals meeting WCAG/ADA standards • Data ownership retained by MCPS, with full exportability at contract end • Mandatory training, documentation, and a named project manager • Hosting options (cloud, on‑prem, hybrid) with TLS 1.2+ encryption and Microsoft SQL Server preferred • SLA: ≥99.9 % uptime, defined response times, and service credits for missed targets
