Agile Professional Services _CPE ST3

The Department of the Army is seeking Agile Professional Services (APS) to support the Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) mission. The services will include providing professional support services under a Performance-Based Services model, including administrative support, vision statements and doctrine, development of architectures, program support, and subject matter experts on military tactics, techniques, and procedures. The contractor will be required to develop and iterate a framework that provides flexible and scalable teams of cleared, specialized personnel, implements and matures Agile, DevSecOps, and digital engineering practices, and integrates with government tools, environments, and processes. The period of performance will be up to 60 months, with a total performance period divided into several phases, including Agile development and transition, enterprise performance, and option to extend the term of service. Key aspects of the job include: • Providing flexible and scalable teams of cleared, specialized personnel • Implementing and maturing Agile, DevSecOps, and digital engineering practices • Integrating with government tools, environments, and processes • Delivering measurable outcomes tied to mission readiness and warfighter needs • Ensuring compliance with DoD acquisition, cybersecurity, and data rights regulations • Supporting the CPE ST3 mission with professional support services under a Performance-Based Services model
