Seattle's App-Based Workers Research

The City of Seattle is seeking a consultant to conduct mixed methods research on app-based workers in Seattle, analyzing the impact of the App-Based Worker Minimum Payment Ordinance. The research should provide a comparison of working conditions before and after the implementation of the law, focusing on aspects such as transparency, worker behaviors, and pay structures. The consultant will be required to engage with workers from diverse backgrounds, including non-English speaking workers, and provide a final report and collected data to the City. Some key aspects of the research include: • Analyzing the effects of the ordinance on app-based workers' experiences • Examining workers' behaviors during uncompensated online time and how different apps and business models influence these behaviors • Investigating how app-based work fits into other needs and obligations in workers' lives • Comparing pay structures and earnings for workers on smaller network company platforms The consultant will be expected to complete the data collection processes by July 2027 and finish the data analysis and final reporting by October 2027.
