Emergency Management Exercises

The County of San Mateo is seeking proposals from qualified contractors to develop and implement two one-day functional or full-scale emergency management exercises in a 12-18 month period. The exercises will assess current emergency operations plans and capabilities with a focus on all-hazards incident response, emergency operations center functions, and field-EOC integration in response to hazards and threats that are prevalent in the county. The selected contractor will design, manage, and execute two exercises tailored to the needs of San Mateo County. • The contractor will provide exercise management, support and evaluation staff to maximize play by San Mateo County and partner participation in the exercises. • The contractor will develop a timeline for the HSEEP planning process and lead on the development of all necessary documents for facilitation and management of the exercises. • The contractor will administer pre- and post-training evaluations and ensure exercises follow HSEEP guidelines. • The contractor will provide a detailed and summarized After-Action Report including recommended improvement actions for the Emergency Management team's consideration. • The contractor will work with the core planning team to publicize and conduct all meetings necessary to design the exercises and manage minutes from all meetings during exercise design.
