OCC-26-190 FirstEnergy Rate of Return Expert

The Office of the Comptroller of the Currency (OCC) is seeking an independent contractor with expertise in utility economics to provide technical assistance for the multi‑year distribution rate case of FirstEnergy (including the Cleveland Electric Illuminating, Ohio Edison, and Toledo Edison companies). The contractor will determine the appropriate rate of return, evaluate capital structure options, and address related regulatory and financial issues for the case numbers 26‑0347‑EL‑AIR, 26‑0348‑EL‑ATA, 26‑0349‑EL‑AAM, and 26‑0350‑EL‑UNC. This work supports the OCC’s effort to ensure fair and reasonable rates for electricity distribution customers in Ohio. • Perform economic analysis to calculate the appropriate rate of return for FirstEnergy’s distribution assets. • Assess capital structure, including debt‑to‑equity considerations, and recommend optimal financing options. • Prepare technical reports and testimony to support the OCC’s decision‑making process for the rate case. • Coordinate with OCC staff and respond to inquiries during the solicitation period. • Deliver final deliverables in a double‑envelope format as required by the RFP.
