The Department of Defense’s METC is seeking a sole‑source vendor to provide eight In4Es Dual Selfscore OMR scanners, eight annual licenses of Remark Classic OMR software (Version 7.x), custom digital template programming for three legacy forms, associated hardware warranties, online training, and comprehensive technical support throughout the DoD Risk Management Framework (RMF) process to achieve NIPRNet Authority to Operate (ATO). The contract will be a firm‑fixed‑price purchase order, with delivery FOB destination to DHA‑ITMD in Fort Sam Houston, TX. The award will be based on technical acceptability and price, with no competition beyond this sole‑source justification. The vendor must be registered in SAM and capable of electronic invoicing via WAWF.
