The Commonwealth of Massachusetts Department of Correction seeks to establish a rate (blanket) contract for the outright purchase of new or used large‑utility‑grade stationary emergency diesel generators and trailer‑mounted generators, with optional warranty and maintenance plans. The contract will be a limited‑user, non‑statewide agreement for the DOC, County Sheriffs and other EOPSS agencies, and will run for an initial five‑year term with two possible two‑year renewals (maximum nine years). Bidders must submit electronic quotes (or sealed paper quotes) and provide extensive documentation, including insurance, supplier‑diversity plans, PREA compliance, and prompt‑pay discounts. Evaluation will be based on pricing (60 points) and a suite of technical and past‑performance criteria.
