Description

The Navy’s Joint Expeditionary Base Little Creek‑Fort Story is seeking an Energy Service Company (ESCO) to design and implement a comprehensive smart‑grid and energy‑conservation program. The effort includes repurposing existing steam generation assets, converting mechanical systems to gas/electric, upgrading HVAC and lighting, expanding control systems, improving water resiliency, and constructing a modern, SCADA‑enabled distribution network to enhance electrical resilience and enable on‑site renewable generation and storage. The contractor will manage sub‑contractor selection, provide free preliminary assessments, and may be required to arrange financing and performance guarantees. • Repurpose/decentralize steam assets for on‑site power generation and battery storage with black‑start capability. • Convert mechanical systems to gas/electric, upgrade HVAC, LED lighting, and water resiliency measures. • Build a SCADA‑enabled smart‑grid backbone to replace aging manual distribution, improve reliability, and support future renewable integration.

Budget estimate

$5,000,000 – $15,000,000

No contract value is disclosed, but a smart‑grid build‑out for a large military installation typically ranges from several million to low‑tens of millions of dollars, depending on system size, scope of retrofits, and required renewable‑energy integration. A reasonable ballpark estimate would be $5 million – $15 million.
