The Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals from qualified contractors to perform site cleanup, hazard mitigation, and security restoration at the former Chemawa Indian School campus located in Salem, Oregon. The project area consists of approximately 74 acres of previously developed land that currently presents significant safety, environmental, and fire risks due to dense overgrown vegetation and brush, illegal dumping and debris accumulation, unauthorized encampments and activity, underground hazards, and compromised fencing and site security. The selected contractor shall remove hazardous vegetation and restore site visibility, eliminate debris and trash, identify and secure underground and surface hazards, restore perimeter fencing and site security, reduce wildfire risk, and prepare the site for routine maintenance. The project consists of three phases: site clearing and hazard identification, site security and stabilization, and maintenance readiness.
• The project requires the contractor to provide all labor, materials, equipment, and disposal, comply with all Federal, State, Tribal, and Local regulations, obtain all necessary permits and approvals, implement a Site Safety Plan, and maintain a secure and controlled work area.
• The contractor must provide pre-construction deliverables, progress updates, and final deliverables, including a completion report, disposal documentation, and a final site condition summary.
• The proposal must include a cover letter, firm qualifications and experience, key personnel resumes, project approach and methodology, detailed cost proposal, project schedule, and references.
• The evaluation criteria include cost, experience and capability, environmental practices, references and past performance, Indian preference, and evidence of completeness and quality of proposed work.
