Services to Develop a Master Plan for Sycamore Grove Park and Ramona Hall Community Center

The City of Los Angeles Department of Recreation and Parks is seeking proposals for comprehensive master planning and design consulting services for the development of a Master Plan for Sycamore Grove Park and Ramona Hall Community Center. The Master Plan will guide the development of proposed RAP infrastructure, the redevelopment of existing facilities, and the reimagining of programming within Sycamore Grove Park. The Proposer and their team shall be able to provide the services as described in the full RFP, including community outreach, stakeholder meetings, public workshops, focus groups, and surveys. The Master Plan must be consistent with the Citywide Park Needs Assessment (PNA) Decision-Making Framework and include strategies to accomplish short and long-term goals as identified in the project. Some key aspects of the project include: • Creating a plan for future development to determine where new (or renovated) park and recreation amenities will be located based on the feedback received from community outreach • Analyzing and validating the ownerships of all parcels, utilities, and roads • Creating an inventory of all types of art (including monuments & memorials), signage/landmarks, and user groups within the Plan Area • Analyzing and proposing enhancements to the circulation patterns within Sycamore Grove Park • Completing an environmental review for impacts related to the construction and/or remediation of projects proposed in the Master Plan
