CWTP Condition Assessment and BCE - REBID

The City of Sacramento’s Department of Utilities is seeking a qualified consulting firm to perform a comprehensive condition assessment and business case evaluation (BCE) of the Combined Wastewater Treatment Plant (CWTP) at 1395 35th Ave. The effort will identify structural, mechanical, electrical, and operational deficiencies, rank risks, and develop alternative repair, rehabilitation, replacement, or upgrade options with financial, social, and environmental analyses. Deliverables include a stamped condition‑assessment report, a BCE report with implementation schedules, and ongoing project administration over a 12‑month performance period (with possible two one‑year renewals). A California‑registered Professional Engineer must sign off on all technical reports, and LBE participation may be required if the contract exceeds $250 k. • Conduct site inspections, non‑destructive testing, and data review to produce a detailed condition‑assessment report. • Develop multiple lifecycle alternatives and perform triple‑bottom‑line (financial, social, environmental) business‑case analysis. • Provide project management, monthly progress reporting, and compliance with City safety and procurement policies.
