Description

The New Braunfels Utilities (NBU) RFP seeks qualified contractors to perform full‑scope construction services for the replacement of approximately 2,730 linear feet of aging asbestos‑cement (AC) water main pipe along the IH‑35 corridor (the “Project”). Scope includes open‑cut trenching, removal and disposal of existing AC pipe, installation of new 4‑, 6‑ and 12‑inch water mains (ductile iron or PVC as indicated), pressure‑reducing valve (PRV) installation, grout‑fill abandonment of old pipe, traffic control, storm‑water pollution prevention, site restoration, and all associated appurtenances (valves, fire hydrants, concrete vaults, etc.). The work must comply with Texas Department of Transportation (TxDOT) and New Braunfels utility specifications, including stringent trench safety, de‑watering, back‑fill density, and environmental protection requirements. The project is designed by Quiddity Engineering, LLC and will involve coordination with multiple agencies (TxDOT, San Antonio Water System, local utilities) and handling of hazardous asbestos‑containing materials. • Approx. 2,730 LF of 4‑, 6‑, and 12‑in water main replacement (open‑cut) • Removal and proper disposal of existing asbestos‑cement pipe • Installation of pressure‑reducing valve and associated appurtenances • Comprehensive traffic control and storm‑water pollution prevention plan • Full site restoration, including sodding, seeding, and erosion control • Compliance with TxDOT, NBU, and state environmental statutes (Edwards Aquifer protection) • Required coordination with TxDOT right‑of‑way permits and utility owners • Contractor responsible for all testing, inspection, and documentation per specifications.

Budget estimate

$550,000 – $1,500,000

The RFP does not disclose a contract value. Based on industry benchmarks for water‑main replacement (approximately $200‑$500 per linear foot for ductile‑iron/PVC main, plus additional costs for asbestos handling, traffic control, and site restoration), the total contract could range from roughly $546,000 (2,730 ft × $200) to $1,365,000 (2,730 ft × $500). Additional line‑item costs for PRV installation, valve/hydrant work, and environmental mitigation could push the upper bound higher, potentially up to $1.5 million. Therefore a reasonable estimate is $550,000 – $1,500,000.
